An impressive first quarter
gain in the Canadian economy eventually slowed in April and May
2000. Nevertheless, the earlier growth period began to reverse
the declines in living standards and income that characterized
the Canadian economy in the 1990s. Real GDP per capita was up
2.8% in the first quarter of 2000 over 1999. Although employment
growth in the first half of 2000 was sluggish, there was a gain
in full-time employment and declines in part-time and self-employment
rates. Economic growth has not resulted in rising wages, and
inequality is increasing at an alarming rate, with the top fifth
of families earning 45.2% of all market income in 1998, as compared
to 3.1% for the bottom fifth. Although the number of families
living in poverty fell in 1998, the depth of poverty increased.
Union membership, however, grew slightly in the first half of
2000.
