Panama
For the past two decades, the Panamanian economy has shown high levels of unemployment, generally in the double digits. During this time, job creation lagged far behind economic growth: the GDP grew by 3.8%, while the employment rate increased by only 2.8%. In 2004, the economy saw an expansion of some 6.5% and created 46,293 new jobs, which was nonetheless two percentage points below the GDP growth. Between 2003 and 2004, the growth of unemployment went from 13.6% to 12.3%, a 1.3% drop. However, as with other Latin American countries, the new jobs that were created were in low-income and low-productivity sectors.
